The Shanghai Cooperation Organization is increasingly presented as evidence of a more multipolar international order. Its growing membership and the presence of leaders from China, Russia and India give it undeniable diplomatic weight.

But visibility is not the same as cohesion. Members approach security, trade and relations with the West from different strategic positions. India’s balancing choices, regional rivalries and uneven economic priorities all limit how closely the organization can act as a bloc.

The summit therefore deserves more than a simple “West versus the rest” frame. Its significance lies in the expanding range of forums available to major powers—and in the continuing difficulty of turning shared dissatisfaction with the existing order into a unified alternative.
