UNESCO is urging governments and international lenders to expand debt-for-education swaps as public education systems face a widening financing gap.

The agency says 113 countries spend more on debt service than education. Under a swap, debt is refinanced or reduced and the savings are committed to agreed investments such as school construction, teacher development or learner support.

Successful arrangements require transparent budgets and measurable outcomes, but the model offers governments a way to protect long-term human development when conventional aid and domestic fiscal space are shrinking.
